To get a chrono Ivan you need to have an allied base as well as 
a soviet base. Build every thing for the soviets as well as the 
allies. Next, send in a spy into their Battle Lab and you'll get 
a Chrono Ivan and Chrono Commander. Chrono Ivan's can do the same 
things as Crazy Ivan's, the only thing different is that Chrono 
Ivan's can teleport. Chrono Commanders can teleport, blow up buildings 
in a second and kill people just like tanya's.
