Get Suzaku as a playable character: 

You start this quest when searching for a 
shield card in Mosperiburg. 

Defeat the fairy on the first screen. Next,
go to the area with 3 boars in it. You'll 
see a snowman on the edge, near the bottom 
of the screen. Attack the snowman, and 
you'll be taken into a fight with Jotnar.
**(If there is no snowman, go back and kill
he fairy again, and return). Careful, it is
a very tough fight. 

Once he is defeated, return to the previous 
cave and take the right branch to find a 
defrosted Suzaku Jr. who joins your party.

Get the Hidden Character "Silence": 

This one's easy. :) 

Go to Omble. In the main west courtyard, 
speak with Silence's Shadow. (He's the guy 
standing in the cave entrance to the Shadow 
Realm). It will "join" your team for now. 

When you leave Omble, talk to the man to the
right of Omble's entrance and Silence will 
officially join the team. O_o!
