When making a city build your temples first and
then the gods will praise you. They will also 
help your crops, stop fires and making easy 
sailing for your trade ships.

When you start a new scenario build some houses
and then build your temples (mars,venus etc.) so 
that they won't bother you and they will help you
through out the game. They will help you trade, 
make your crops grow faster etc...
