To set speed records you must set the VS handicap to
+2 and go into multiplayer. Start a race as usual and
complete 1 lap. Then have one person turn around and 
drive backwards. If a boost is used it will only use
up a fraction of the energy that a normal boost uses!
You can reach amazing speeds this way. This has no 
use in racing but is great for setting speed records.
