How to get dairo's memo:
 
First you have to play and reach the restraunt. After 
you exit the restraunt return to the warehouse where 
you left the fat man [dairo]. He will be dead or
getting killed when you enter. Check in his room where
he had locked himself you will find some gun powder and
dairo's memo.
