When you create a new character in Fallout 2 spend 
the char points and save the character. Then get the
newly created ".gcd" file and open it with a 
hexeditor. Change the following lines to "0A" 
(for 10 - maximum possible here): 

Offset - Byteaddress - Type
0 - 8 - ST
10 - 2 - PE
10 - 6 - EN
10 - 10 - CH
20 - 4 - IN
20 - 8 - AG
30 - 2 - LK


Voila, all you characteristics are on 10 and that 
increases the skills as well.
